BC Supreme Court found that under section 12 (1) of the Regulation there could be more than one site within a legal parcel of land and that this section does not contemplate the existence of more than one land use at one site. In addition, it indicated that it would not be in keeping with the intention of the legislation if more than one land use were determined within an area of land which is identifiable according to a primary use.
