To achieve the objectives, the main planning indicators are proposed in the Plan. In terms of environmental quality improvement, by 2025, the average annual concentration of PM2.5 will not exceed 19 micrograms per cubic meter, the rate of days with good urban air quality will reach 98%, and the surface water will reach the standard steadily. The functions of river and lake water ecosystems will be gradually restored, and the treatment rate of rural domestic sewage and the emission reduction of major pollutants will achieve the targets set by the province. In response to climate change, the city's carbon dioxide emissions per unit of GDP, energy consumption per unit of GDP, and the proportion of non-fossil energy to primary energy consumption will reach the targets set up by provincial government. In terms of environmental risk prevention and control, the safe utilization rate of contaminated cultivated land will reach more than 93%, the safe utilization rate of key construction land will be effectively guaranteed, and the radiation accidents of radioactive sources will br effectively prevented. In terms of ecological security maintenance, the forest coverage rate will remain at the forefront of the country, and the ecological quality will be generally stable and improved.
