This five-years National Socio-Economic Development Plan, covering the period of time between 2021 and 2025, continues the implementation of National Strategy on Socio-Economic Development 2025 and Vision 2030 of the Country and sets out the fundamental direction for creating a new turning point in socio-economic green sustainable development in the coming years, particularly focusing on the development of human resources, on all potential of the Country and on the strengthening of the existing structural elements such as public governance and administration, national defence, public security and foreign affairs. In order to overcome economic and financial difficulties and ensure the movement of development efforts in the direction of quality, focused, green and sustainable growth, this National Plan provides the implementation of Four Breakthroughs in 1) creativity; 2) human resource development; 3) improving administrative and regulatory mechanism; 4) poverty alleviation. The text of the Plan consists of three Parts: 1) Implementation assessment of the 8th five-year National Socio-Economic Development Plan (2016-2020); 2) 9th five-year National Socio-Economic Development Plan (2021-2025); 3) Implementation measures and mechanism for the 9th five-year National Socio-Economic Development Plan (2021-2025).
Matters covered by the Part 2 concern: enabling environment and challenges, including regional, international and local contexts; socio-economic development potential, including: young population and modern development process, abundance of natural resources and diversity of natural assets, economic growth of neighbouring countries; least developed countries graduation and becoming an upper-middle income country; sustainable development goals; green growth. In order to implement its objectives, this Plan defines the following six outcomes and related outputs: 1) Continuous quality, stable and sustainable economic growth, including: food security and commodity production programmes for domestic consumption and export; human resources development programmes in agriculture, forestry and rural development. 2) Improved quality of human resources to meet development, research capacity, science and technology needs, and create value-added production and services, including: more inclusive and better-quality healthcare services and nutrition; improved quality of all levels of education and conditions for access to education. 3) Enhanced well-being of the people, including: poverty alleviated in rural and remote areas, and people s livelihoods, cultural values, and media work improved; equal access to socio-economic development opportunities promoted and the rights of women and children protected; promote and develop youth to improve human capital and participation in the workforce; expand access to more efficient social protection services for the people. 4) Environmental protection enhanced and disaster risks reduced, including: sustainable use and management of natural resources; promotion of green growth and climate change mitigation actions. 5) Engagement in regional and international cooperation and integration, including: infrastructure improvement in land, water and air sectors; enhancement of regional and international trade and investment cooperation. 6) Public governance and administration improvement.
