These Measures are enacted in accordance with the Law on the Prevention and Control of Soil Pollution, aiming to prevent and control agricultural film pollution, strengthen the supervision and management of agricultural film, and protect and improve the agricultural ecological environment. The Measures consist of 5 Chapters: General provisions; Production, sales and use; Recycling and reuse; Supervision and inspection; Supplementary provisions.
Agricultural film producers should meet the requirements of the national standards for agricultural film sector, implement the relevant standards for agricultural film, and ensure the product quality. The principles of government support and multi-party participation should be applied in the recycling of agricultural film. All localities should take measures to encourage and support units and individuals to recycle agricultural film.
