These Measures, cosisting of 19 Articles, are enacted for the purpose of strengthening the business operation administration of veterinary biological products and ensuring the quality of veterinary biological products.
Veterinary biological products are divided into the veterinary biological products required for national mandatory immunization programs and the veterinary biological products not for national mandatory immunization programs. The Ministry of Agriculture shall be responsible for supervising and administrating veterinary biological products across the country. The name list of biological products for national mandatory immunization uses shall be determined and announced by the Ministry of Agriculture. Veterinary biological products manufacting enterprises may sell their veterinary biological products to the competent animal husbandry and veterinary authorities of the people's governments at all levels, or to the users such as breeding farms (households), animal diagnosis and treatment institutions, or entrust dealers to sell them. Enterprises engaged in the business operation of veterinary biological products shall obtain the veterinary drug business operation licenses according to law. The Measures further make provisions, inter alia, for transpot and storage, and tracebility of veterinary biological products.
