These Measures are formulated in accordance with the Administrative Punishment Law, the Administrative Compulsory Law, the Regulations on the Administration of Grain Circulation. The Measures consist of 46 Articles divided into 7 Chapters: General provisions; Jurisdiction; Case filing and investigation; Sealing up and seizure; Decision-making on administrative punishment; Accountability; Supplementary provisions.
The competent grain and reserve authortities shall file and investigate suspected violations of laws and regulations under their jurisdiction, except for administrative penalties that can be imposed on the spots.
