Intergovernmental Commission on Water Management Issues in order to coordinate actions on the rational use of water resources of transboundary rivers, ensuring the functioning of water management facilities located in the border areas of the States of the Parties, as well as other issues in the field of water management. The Parties have identified the following main tasks of the Joint Commission: (a) to promote the expansion of cooperation between the Parties in management, use and protection of transboundary water resources; (b) coordination of activities of ministries, departments and organizations of the states of the Parties involved in water management issues; (c) ensuring the implementation of the agreements of the States of the Parties on the management, use and protection of transboundary water resources and objects; and (d) improvement of the legal framework for cooperation between the States of the Parties on water management issues. The parties agreed that the Joint Commission will perform the following functions: (a) assistance in the development and implementation of projects and programs of bilateral cooperation in the water management sector; (b) encouragement of mutually beneficial cooperation between the scientific centers of the two countries dealing with water issues through the implementation of joint research projects; (c) assistance in ensuring the proper operation and safety of facilities; (d) joint accounting of water consumption at the main gauging stations of the Amudarya River; (e) creation of mechanisms for bilateral cooperation in the field of monitoring and control over the rational use of water resources of transboundary rivers; (f) taking measures to improve the water management situation in order to increase the water supply of the States of the Parties in dry years; (g) participation in the development of projects and programs aimed at protecting transboundary water resources, including issues of limiting pollutant discharges into waterbodies and reducing their transboundary impact, as well as the creation and application of water-saving and environmental technologies; and (h) resolution of other issues (social, property, energy, land use, crossing state borders and other aspects) arising from ensuring the proper operation and safety of facilities.
The Agreement shall be valid for five years. After the expiration of the specified period, this Agreement shall be automatically extended for successive five-year periods, unless either Party notifies the other Party in writing through diplomatic channels of its intention to terminate this Agreement six months before the end date of the next five-year period.
