This Announcement is enacted in accordance with the Frontier Health and Quarantine Law of the People's Republic of China and the Detailed Rules for the Implementation thereof, the Law of the People's Republic of China on the Entry and Exit Animal and Plant Quarantine and the Regulation on the Implementation thereof, aiming at promoting the reform experience in the pilot programs of free trade pilot zones.
The Announcement is applicable to the quarantine management of international navigation vessels that only carry out fuel oil filling operations within the border ports, and transport service enterprises that provide fuel oil service. It stipulates the administrative requirements for the quarantine of vessels on international voyages refueled in China.
