This Circular is issued by the General Office of the Ministry of Agriculture and Rural Affairs, aiming to further improve the capacity of China's tuna fishery on international convention compliance and promote the regulated and orderly development of my country's distant-water fisheries.
According to the Circular, fishing vessels must be registered with the Secretariat of the relevant committee through the government of the flag state or its authorized agencies. Unregistered fishing vessels shall not making fishing operations in the Convention area. When the relevant data of fishing vessels are changed, the change of data must also be registered and filed with the Secretariat of the relevant committee in time. In addition, according to relevant requirements, fishing vessels must carefully fill in the tuna fishery fishing log, and submit the fishing log of each fishing vessel in the previous year to China Ocean Fisheries Data Center before March 31 of each year. The Circular also makes provisions for: the restrictions and bans on the fishing operation area and fishing gear, fishing vessel position monitoring, concurrent catch species, marine environmental protection, etc.
