This Circular is issued to improve the protection level of aquatic biodiversity in the Yellow River Basin, promote the sustainable development of fishery, and promote the ecological protection and high-quality development of the Yellow River Basin.
Primary objectives are set up as: by 2025, the strict system of the Yellow River closed season will be fully established and implemented, the regulatory capacity of the protected areas for aquatic germplasm resource will be significantly improved, and the downward trend of aquatic biodiversity will be initially curbed; By 2035, the habitat of aquatic organisms will be fully protected, the resources of aquatic organisms will increase significantly, the integrity of aquatic organisms will be continuously restored, and the ecological environment of water areas will be significantly improved.
