This Circular is issued by the the State Forestry and Grassland Administration in order to further standardize the collection and management of wild plants under national special protection and improve the quality and efficiency of administrative licensing.
In order to collect (including cutting, digging and transplanting) wild plants under national special protection, one must hold the Collection Certificate of Wild Plants under National Special Protection. For the collection of wild trees under special state protection, in addition to applying for a Collection Certificate, a tree cutting license must also be obtained according to law, and the cutting quota management must be implemented.
