The scope of this Constitutional Law is to determine conditions and procedure for the introduction of a state of emergency throughout the territory or in certain areas of the Republic of Uzbekistan. State of emergency is temporarily introduced in accordance with the Constitution of the Republic of Uzbekistan throughout the territory and or in certain areas of the Republic of Uzbekistan, a special legal regime of the functioning of government bodies, local authorities, self-government bodies of citizens, non-governmental non-profit organizations and other organizations regardless of the organizational and legal form and form of ownership, their officials, allowing the establishment of the stipulated by this Constitutional Law of certain restrictions on the rights and freedoms of citizens of the Republic of Uzbekistan, foreign citizens and stateless persons, as well as the rights of legal entities and imposing on them additional responsibilities. The purpose of imposing a state of emergency is to eliminate circumstances that served as the basis for its introduction, ensuring security of citizens of the Republic of Uzbekistan and protection of the constitutional system and territorial integrity of the Republic of Uzbekistan. A state of emergency is introduced in exceptional cases under circumstances that are a direct threat to the life, health and safety of citizens of the Republic of Uzbekistan, the constitutional order and (or) territorial integrity of the Republic of Uzbekistan and the elimination of which is impossible without the use of emergency measures. These circumstances include: (a) real external threat, attempts to forcibly change the foundations of constitutional order and (or) territorial integrity of the Republic of Uzbekistan, riots, terrorist attacks, as well as blocking or seizing especially important and categorized objects or separate localities, preparation (creation) and activities of illegal armed groups, interethnic, interconfessional and border conflicts, accompanied by acts of violence that pose an imminent threat to life, health and safety of citizens, daily activities of state bodies, other organizations; and (b) major disasters, natural disasters, epidemics and others natural and man-made emergencies, environmental emergencies that require large-scale rescue and other urgent work. State of emergency throughout the territory or in certain localities of the Republic of Uzbekistan is introduced by the Decree of the President of the Republic of Uzbekistan. Legislative Chamber and Senate of the Parliament of the Republic Uzbekistan no later than 72 hours from the moment of receipt of the presidential decree on the introduction of a state of emergency consider the issue of approving this decree and take joint ruling. The duration of the state of emergency imposed throughout territory of the Republic of Uzbekistan, may not exceed thirty days, and if introduced in separate areas - sixty days. The state of emergency may be extended further for one term by decree of the President of the Republic of Uzbekistan, if the goals of the imposition of a state of emergency have not been achieved. The population is notified in the same order in which it was notified on the introduction of a state of emergency. Decree of the President of the Republic of Uzbekistan on the introduction of state of emergency for the duration of the state of emergency the following emergency measures may be envisaged and temporary restrictions: (a) special procedure for the sale, acquisition and distribution of food and essential household items; (b) restriction of the movement of vehicles and performance of their screening; and (c) suspension of the activities of hazardous industries and organizations that use explosives, radioactive, as well as hazardous chemical and biological substances. This Constitutional Law contains 7 Chapters divided into 38 Articles. Chapter 1 lays down general provisions. Chapter 2 establishes circumstances and the procedure for introduction of a state of emergency. Chapter 3 regards emergency measures and temporary restrictions applicable under conditions of emergency. Chapter 4 regards special bodies of state government set up for the period of a state of emergency. Chapter 5 regards forces and means ensuring (keeping) regime of a state of emergency. Chapter 6 establishes guarantees of the rights of natural and legal persons, and also officials under conditions of a state of emergency. Chapter 7 lays down final provisions.
