The Decree-Law is organized in four parts. Part 1 contains provisions concerning the governance of the National Recovery and Resilience Plan (PNRR) and the National Investment Plan (PNC); this include: responsibilities allocated of the public administration; the establishment of PNRR department (struttura di missione) within the office of the Presidency of the Council of Ministers; monitoring and control powers. Part 2 aims at facilitating the work of the public administration, among the measures there is the establishment of the Central Committee for transition energy security and for managing the risks associated with climatic changes, measures aimed at promoting IT innovation, specific measures that have effect on the approval process of the EIA; provisions concerning the education and research sector; provisions for the implementation of interventions aimed at address the risk of flooding and hydrogeological risk ; simplification for the development of green and renewable hydrogen and other renewable energy sources; interventions for the renaturalization of the Po area and to ensure water supply. Art 54 establishes the National Management Authority for the 2023-2027 Strategic Plan of the Common Agricultural Policy (CAP) within the Ministry.
