This Decree-Law creates and approves the Statute of the National Development Agency (ADN), as a service that integrates the direct administration of the State. The Statute, consisting of 36 articles divided into seven Chapters, establishes composition, duties and responsibilities of ADN, aimed at designing, coordinating, executing and evaluating the policy on evaluation, management, monitoring and inspection of development projects. In particular, ADN is responsible for: Assess public works projects, their construction, implementation and maintenance; Assess, technically and financially, the feasibility of the projects above referred; Assess payment requests, as well as issuing verification and progress reports; Validate the works carried out, for the purpose of processing final payments; Establish specific standards to be adopted for projects and public works; Promote the development of training and capacity building for State professionals; Provide technical and scientific collaboration; Establish forms of collaboration with national and foreign entities for scientific research and technological development center, etc.
