This Decree of the Cabinet of Ministers, with a view of reduction of negative impact of sand, salt and dust particles rising from the dried Aral seabed, and effective organization of the "green cover" of desert vegetation in these areas and mitigating the effects of global climate change and the Aral Sea on agricultural development and livelihoods, decides to plant protection forest on the dried Aral seabed. State Committee for Land Resources, Geodesy, Cartography and State Cadastre of the Republic of Uzbekistan, Council of Ministers of the Republic of Karakalpakstan and State Committee of Forestry shall conduct inventory of the land under which "green cover" area must be created and shall allocate it with the right of permanent ownership for forestry. The State Forestry Committee shall ensure the establishment of green areas within the boundaries of the forestry facilities, to ensure the timeliness and quality of protection of shelter forests in the areas where green areas must be planted. State Unitary Enterprise "Ormonloyiha" identify forestland suitable for forestry and development of a plan for establishment of protective forests and shall develop accurate estimation of the methods of afforestation according to the plan.
