The purpose of this Regulation is to: a) Create grants to promote the circular economy. b) Establish the conditions of access to the aid and the obligations and commitments of the beneficiaries. c) Establish the types and characteristics of the actions, the financing conditions of the grants and the criteria through which the promotion and transition towards the circular economy is evaluated.
The projects that promote a) the energy valorization, b) The elimination of waste and c) the projects that have benefited from an aid from the Renova program are expressly excluded from these grants.
The Regulation sets provisions concerning the body in charge of the management and control of the grant of this aid to promote the circular economy, which is identified in the ministry in charge of the environment. He is empowered to review and, if necessary, grant o revoke the granting of this specific aid. For this purpose, the Government grants aid to applicants who meet the requirements and conditions established in these Regulations.
Articles 5, 6 and 7 cover, respectively, the funding of the program, the amount of aid and the eligible expenses.
The Regulation further sets procedural provision such as the processing of applications, the resolution of grants, the advertising and resources, the term and form of justification for the application of the funds received, the evaluation criteria, the revocation and reinstatement of aid.
