This Decree of the Cabinet of Ministers establishes veterinary rules and regulations applicable to specialized slaughterhouses with a view of protection of animal health, ensuring animal welfare and provision of adequate veterinary services. It establishes the procedure for transportation of livestock from farms, livestock markets and households to slaughtering facilities. Slaughtering of livestock shall be authorized exclusively at specialized and mini slaughterhouses. Slaughtering of livestock for non-commercial purposes shall be strictly prohibited. The Decree lists mandatory facilities to be attached to the main slaughterhouse building. incoming vehicles to slaughterhouse must be washed and disinfected in a special area on the outskirts of the enterprise after unloading and removing animals. Specialized slaughterhouse must be provided with sufficient water. Animal slaughtering and auxiliary premises shall be subject to prophylactic disinfection once every 5 days upon completion of work, as well as mandatory disinfection at the request of veterinarian. Meat of slaughtered animals must be moved in a way that does not touch the floor, walls and processing equipment. Only refrigerated products can be placed in the refrigerator for cooling and freezing. When meat is placed in a container or in a freezer without refrigerator, it is placed on wooden, well-leveled racks, bars or pallets. Meat of forcibly slaughtered animals shall be kept in a separate cell until the results of laboratory tests are obtained. Meat and meat-based products should be clean and in good condition. Preventive measures must be undertaken against bacteria, rodents and insects. Animals under 14 days of age shall be prohibited for slaughtering. Slaughter of animals suspected of infectious or contagious disease or risk of death (serious injury, bone fracture, burns and other injuries) is permitted only in cases where meat is allowed for human consumption. Slaughtering of animals for meat shall be prohibited in the following cases: (a) without the permission of the veterinarian; (b) animals infected or suspected of infection by anthrax, emphysema, carnivores, camel plague, rabies, tetanus, malignant tumor, bradzot, enterotoxemia of sheep, catarrhal fever in sheep and sheep, African slaughter of pigs, tularemia, botulism, sapulism, melioidosis (false sap), myxomatosis and hemorrhagic disease of rabbits, avian influenza; animals that are in danger of death; (c) 14 days after treatment of animals for anthrax, 21 days after vaccination against anthrax; and (d) one-hoofed animals without malleining.
