This Decree of the Cabinet of Ministers establishes the procedure of creation, keeping and registration of nurseries and plantations for growing wild flora species, including licorice and other medicinal plants. Nurseries and plantations shall be subject to mandatory state registration in the bodies of ecology and environmental protection. Nursery shall be intended a specialized farm for growing planting material and seedlings of trees and shrubs or herbaceous plants dor conservation and other purposes. Wild plants grown in nurseries and plantations, planted in accordance with the procedure provided for by this Regulation, shall be property of individuals and legal entities, owners of these nurseries and plantations. Fee for use and corresponding permits for collection and harvesting of wild plant species grown in nurseries and plantations shall not be required. Plantations for growing wild plant species shall be organized on agricultural land, forest fund land, reserve land and other land categories, except for land of water protection zones. Nurseries for growing wild plant species shall be organized on land pertaining to economic entities, forest farms and other land categories. Land plot on which wild plant species grow in a natural environment without human planting and seeding, and without artificially creaated environment, shall not be considered nurseries. Land plots for organization of nurseries and plantations for growing wild flora species shall be allotted to natural and legal persons by local government in accordance with the procedure set forth by acting legislation. Nurseries shall be subject to registration by the State Committee on Ecology and Environmental Protection.
