This Decree determines the status, the main tasks and functions, the rights and obligations, and also the procedure for the organization of activity of the State Inspectorate of Waterbodies under the Cabinet of Ministers of the Republic of Uzbekistan (State Inspectorate "Davsuvkhojaliknazorat"). State Inspectorate "Davsuvkhojaliknazorat" is authorized state institution for control, reliable operation and protection of water reservoirs, mudflow reservoirs and other high-risk waterbodies and waterworks on the national territory. State Inspectorate "Davsuvkhojaliknazorat" carries out the activity in interaction with the relevant state bodies, business associations, local executive bodies and other organizations and the decisions thereof within its competence and legislation are binding on public administration bodies, business associations, local executive authorities, other organizations and their officials, as well as citizens. The main tasks of the State Inspectorate "Davsuvkhojaliknazorat" are: (a) control over the safety, reliable operation and protection of high-risk waterbodies and waterworks; (b) coordination of tasks on placement and design of high-risk waterbodies and waterworks and rules for their use, as well as the development of rules and criteria for their safety; (c) participation in the construction, reconstruction, commissioning, conservation and liquidation of high-risk waterworks and issuance of relevant conclusions; (d) introduction of modern technologies and best practices in determining the level of safety of high-risk waterworks; and (e) participation in the implementation of comprehensive measures to mitigate the negative impact of high-risk waterworks on the population and sectors of the economy in emergencies. State Inspectorate "Davsuvkhojaliknazorat" shall perform the following functions: (a) organizes inspections of the condition of hydraulic structures and their compliance with safety declarations and criteria, carries out on-site study, monitoring and diagnostics of the technical condition of hydraulic structures; (b) carries out state examination of safety declarations of hydraulic structures, maintains the registers of hydraulic structures and develops safety rules and criteria for hydraulic structures; (c) examines projects for conservation and liquidation of hydraulic structures and makes appropriate proposals and conclusions; and (d) participates directly in the development and implementation of comprehensive measures to mitigate the negative impact of high-risk waterbodies and waterworks on the population and sectors of the economy in emergencies.
