The Cabinet of Ministers, in order to ensure the protection of trees, bushes and green areas in the national territory and the expansion of their areas, decides to implement the national project "Green Space" aimed at increasing the number of trees throughout the country and it envisages the establishment of "Green Gardens" and "Green Public Parks" in the regions. "Green gardens" and "Green public parks" are established on land plots that are not included in the category of agricultural land and have the possibility of irrigation. "Green gardens" serve to establish, reproduce, restore, maintain, protect and increase the productivity of trees and shrubs in cities and other settlements. Organization, maintenance and development of "green parks" are financed from additional sources of local budgets, sponsorship donations of individuals and legal entities, grants and other sources not prohibited by legislation. The plots of land on which "green gardens" are located are in the possession (use) of their owners, managers, users and tenants. Construction of "green parks" will be carried out according to the scheme in accordance with the Annex to this Regulation. The following categories have the right to take the initiative to the local executive authorities for the establishment of "Green Parks": (a) state bodies and organizations; (b) self-government bodies of citizens; and (c) owners of multi-apartment buildings. Agreements (contracts) shall be concluded between local executive authorities and the state unitary enterprise "Green Region" (its territorial organizations) for the establishment of "Green Gardens" included in the target program.
