These Detailed Rules are formulated in accordance with the provisions of the Food Safety Law of the People's Republic of China, the Administrative Measures for Food Production Licensing , aiming to further tighten the licensing conditions for the production of infant formula milk powder, strengthen the main responsibility for food safety of enterprises, and promote the high-quality development of the industry.
The Text consist of 7 Chapter: General provisions; Production sites; Equipment and facilities; Equipment layout and process flow; Personnel management; Management systems; Supplementary provisions.
Regarding to the traceability requirements, it is required that enterprises should establish a food safety traceability system to ensure effective traceability throughout the whole process from raw material procurement to product sales. In case of quality and safety problems, products can be recalled and the causes can be found out. In order to strengthen risk prevention and control requirements. the enterprise is required to formulate detailed prevention and control plans, carry out necessary testing or inspection reports, and strictly control the raw and auxiliary materials, production water and other substances that may affect product quality and endanger human health.
