This Fourteenth Five-Year Plan for Cold Chain Logistics Development is a natiobnal plan covering the period of 2021-2025. The development of cold chain logistics is a key measure to ensure the safety of people's food and drug consumption, smooth the two-way circulation of urban and rural products, and comprehensively promote rural revitalization. The Plan puts forward higher development requirements for the whole process of cold chain logistics, closely focusing on the cold chain logistics system, cold chain logistics of product origin places, cold chain transportation, cold chain logistics of land sales, cold chain logistics innovation, cold chain logistics services, and cold chain logistics supervision and administration system. The Plan makes an overall arrangement for the development of cold chain logistics from the following aspects: 1 Reasonable planning and comprehensive layout to build a modern cold chain logistics system; 2 Materials flow smoothly, closely follow three key links, and build a new channel of "production, transportation and sales" of cold chain logistics; Optimize cold chain logistics services around subdividing categories, through improving the cold chain logistics service level of "6 + 1" categories such as meat, fruits and vegetables, aquatic products, dairy products, quick-frozen food and pharmaceutical products, focusing on the construction of multi category cold chain logistics supporting facilities and distribution system, and strengthening the quality control of multi category cold chain logistics, further strengthen the construction of commercialization treatment, fresh-keeping processing, inspection and quarantine, comprehensively improving the service level of whole category cold chain logistics, and enhanceing the commodity value and safety guarantee of products; 4 In terms of technical support, the Plan sets uo new requirements for the intellectualization and greening of cold chain logistics. First, carry out the pilot work of digital cold storage and build a national and multi-level digital cold storage network. Second, strengthen the application of cold chain smart technology and equipment such as intelligent sorting and intelligent temperature control, and promote the wide application of 5G, block chain and other technologies in the field of cold chain logistics. Third, encourage cold chain logistics enterprises to increase investment in green equipment R & D and infrastructure transformation, and help achieve the goals of carbon peak and carbon neutralization. Fourth, improve the upstream channel of high-quality agricultural products and the downstream channel of high-quality fresh consumer goods, improve the unbalanced development of urban and rural cold chain, and promote the two-way integration of urban and rural cold chain networks.
