This Fourteenth Five Year Plan of Guangxi Zhuang Autonomous Region for High Quality Development of Marine Ecological Environment Protection is a sectoral plan at the regional level covering the period of 2021-2025. The overall objectives of the Fourteenth Five Year Plan are as follows: By 2025, the quality of ecological environment in Guangxi's key bays will continue to improve, the trend of marine ecological degradation will be curbed, typical marine ecosystems will be healthy, the stability of ecological service functions in nature reserves will be improved, marine environmental risks will be effectively prevented and controlled, the comprehensive supervision, early warning monitoring and emergency response capabilities of the offshore marine environment will be significantly enhanced, and the public will be more satisfied with the offshore space.
Guangxi is located in the Beibu Gulf. It is the only autonomous region with sea in China. It has a unique geographical advantage of backing southwest China and facing ASEAN. The Plan is formulated to establish and improve the ecological environment governance system of coordinated territorial land and marine space, deepen the fight against pollution in coastal waters, protect the marine ecological environment of Guangxi, build a solid ecological security barrier in the south China, and promote high-quality development of Guangxi Beibu Gulf Economic Zone and high-level protection of the ecological environment.
To achieve the overall objectives, key tasks are proposed in the Plan, including: (1). Strengthen precise pollution control and continuously improve the environmental quality of offshore waters through deepening the control and treatment of land source pollution into the sea and strengthening classified treatment of marine pollution; (2 Promoting marine plastic waste treatment; 3 Deeply strive for key sea area pollution prevention and control; (4) Protect and restore at the same time to improve the quality and stability of marine ecosystem; (5) Prevent environmental risks and strengthen effective response to marine environmental emergencies and ecological disasters; 6 Establish a Compensation System for Damage to the Marine Ecological Environment; Promote the Protection and Construction of Beautiful Bays; 7 Improve the comprehensive supervision mechanism of gulf ecological environment; 8 Strengthen synergies and promote marine carbon sinks to help achieve carbon peaking and carbon neutralization by monitoring and assessment of marine carbon flux and carbon reserves and strengthening monitoring and assessment of climate change and marine ecological environment risks; (9) Deepen land and sea coordination, establish and improve the marine ecological environment governance system; (9) Deepen ASEAN cooperation and actively participate in the governance of the marine ecological environment in the Pan Beibu Gulf Area; etc.
