This Governmental Decree determines the status, main tasks, functions of the Ministry of Agriculture of the Republic of Uzbekistan, defines rights, responsibilities, procedures for organizing and reporting activities, as well as the functional duties and responsibilities of its managers. The Ministry in its activities is guided by the Constitution and laws of the Republic of Uzbekistan, decisions of the Chambers of the Oliy Majlis of the Republic of Uzbekistan, decrees, resolutions and orders of the President of the Republic of Uzbekistan. The Ministry carries out its activities in cooperation with state and economic management bodies, local authorities and other organizations. The decisions of the Ministry within the limits of its competence are mandatory for execution by state and economic management bodies, local executive bodies, other organizations and their officials, as well as legal and physical persons. The Ministry system includes: (a) Central Office of the Ministry; (b) Ministry of Agriculture of the Republic of Karakalpakstan, regional Departments of Agriculture; (c) Research and Production Center for Agriculture and Food Supply; (d) Agency for viticulture and winemaking; (e) Gardening and Greenhouse Development Agency; (f) Tashkent State Agrarian University; (g) Seed Development Center; (h) Center for Testing of Agricultural Varieties; (i) State Center for Certification and Testing of Agricultural Machinery and Technologies; (j) State Unitary Enterprise "Agro-innovation"; (k) State Unitary Enterprise "Center for Agricultural Standardization"; (l) State Enterprise "Administrative and Economic Service"; and (m) Monitoring Service. The main tasks of the Ministry shall be as follows: (a) implementation of the unified state policy in the field of agriculture and food security, primarily envisaging the digitization of agriculture, the introduction of market principles in the interrelations between agricultural entities, advanced experience and science, the introduction of modern resource-saving and intensive agricultural technologies; (b) stimulation of the creation of a value-added chain of agricultural and food products through the expansion of modern cooperative relationships in the production, storage, processing and trade of agricultural and food products; (c) implementation of measures for large-scale introduction of the cluster model of agribusiness, improvement of the legal and economic basis of the clustering process, assistance in the implementation of investment projects for the establishment and development of clusters in the agricultural sector; (d) coordinating government support measures for timely financing of agricultural activities, financial sustainability of agricultural producers, increasing productivity of low-yield land, ensuring food security and increasing agricultural exports; (e) stimulating the mechanization of agriculture and deep processing of agricultural products through the development of a wide range of modern financial services and improved access to high-quality agricultural machinery; (f) formation of modern system of preparation, use and export of seeds of agricultural crops, organization and development of primary and local breeds of varieties, including biotechnological primary seeds; (g) implementation of unified state policy in the field of plant protection, implementation of systemic measures on pest and weed control, agrochemical services and soil protection; and (h) provision of systematic integration of education, science and agricultural production, training and advanced training of personnel taking into account the current and future needs of highly qualified specialists in the agricultural sector.
