These Regulations are enacted in accordance with the Yangtze River Protection Law, the Environmental Protection Law of the people's Republic of China, the Water Law, aiming to protect and improve the ecological environment of Dongting Lake, ensure the sustainable development of economy and society, promote the construction of ecological civilization and promote the harmonious coexistence between man and nature.
The Regulations consist of 7 Chapters: General Provisions; Planning and Control; Pollution Prevention and Control; Ecological Protection and Restoration; Green Development; Legal Liability; Supplementary Provisions.
The Regulations set up provisions on total phosphorus and nitrogen control, requiring that the total discharge reduction and control plan of key water pollutants such as total phosphorus and ammonia nitrogen in Dongting Lake be formulated according to the procedures, and the control indicators shall be broken down and implemented to the pollutant discharge units. In order to effectively control agricultural non-point source pollution, the Regulations specify to promote the use of high-efficiency, low toxicity and low residue pesticides, formulate supporting policies to encourage and support the reduction and efficiency on the use of chemical fertilizer and pesticide agricultural film.
In terms of aquaculture, the construction of water ecological treatment projects in centralized and continuous aquaculture areas and the recycling of aquaculture water shall be promoted. The Regulations further make provisions for: the key points and standardization of the prevention and control of livestock and poultry breeding pollution, overall planning of urban and rural sewage collection and treatment in the lake area, legal and effective pollution prevention certificates for vessels sailing in the waters of Dongting Lake, etc.
