These Interim Measures are enacted in accordance with the Regulations of the People's Republic of China on the Administration of Import and Export of Goods, aiming to promote fair trade, manage fertilizer imports according to the principles of openness, fairness and non-discrimination.
The Interim Measures consist of 7 Chapters: General Provisions; Goverment agencies in charge of fertilizer tariff quota administration; Import within tariff quota; Validity period and adjustment of tariff quotas; State-run and non-state-run trade; Penalties; Supplementary Provisions.
The State Economic and Trade Commission is responsible for the total management, distribution, organization and implementation of fertilizer import tariff quotas. The State may arrange a certain number of tariff quotas to be imported by non-state trading enterprises.
