The scope of this Law is to regulate relations in the field of licensing, authorization and notification procedures. This Law does not apply to relations regarding: (a) the use of intellectual property objects, as well as entrepreneurial activities carried out on the basis of a complex business license agreement (franchising agreement); (b) state registration of business entities, transactions, rights and property; (c) accreditation, certification, standardization, metrology and technical regulation; (d) state environmental audit; (e) activities in the field of the use of nuclear energy; and (f) issuance of permits to natural persons not specified in Appendix No. 2 to this Law. The main principles in the field of licensing, authorization and notification procedures are: (a) legality; (b) openness of the activities of authorized bodies in the implementation of activities in the field of licensing, authorization and notification procedures; (c) priority of human rights and freedoms, legitimate interests of natural persons and legal entities, protection of life and health of citizens, protection of public safety and the environment; (d) transparency of licensing, authorization and notification procedures; and (e) implementation of licensing and authorization procedures on the principle of "single window". Licensing and authorization procedures are introduced in cases where the implementation of certain types of activities (actions) by natural persons or legal entities may entail harm to the life and health of citizens, damage to the rights and legitimate interests of natural persons and legal entities, damage to public safety and (or) harm to the environment. State institutions established by decisions of the President of the Republic of Uzbekistan or the Cabinet of Ministers of the Republic of Uzbekistan are entitled to carry out licensed types of activities without obtaining an appropriate license, provided that the implementation of these types of activities is provided for by decisions of the President of the Republic of Uzbekistan or the Cabinet of Ministers of the Republic of Uzbekistan. This rule does not exempt the specified state institutions from fulfilling license requirements and conditions. Licenses, authorizations and notifications shall be subject to registration in electronic form. Licenses shall be issued for each single type of activity listed in the Annex 1. Licenses can be model (simple) and individual. Licenses can be open-ended or, for certain types of activities, have the period of validity five years, in which case they can be extended at request of the applicant. The Law lists documentation required for obtaining license and authorization and establishes the grounds for the refusal of issuance of licenses and authorizations. Activities (actions) carried out in a notification manner include types of activities (actions) that do not require a decision by the authorized body to start activities (actions), but are carried out by accepting obligations by legal entities and natural persons to comply with the requirements established in legislative acts and conditions for ensuring state regulation, as well as keeping records of entities engaged in relevant activities, and exercising control over their activities. To carry out the types (subtypes) of activities (actions) specified in Annex No. 3 to this Law, it is required to notify the authorized body thereof. It is prohibited to introduce new types (subtypes) of activities (actions), carried out in a notification manner, not provided for by this Law. This Law contains 8 Chapter divided into 67 Articles. Chapter 1 lays down general provisions. Chapter 2 regards licensing. Chapter 3 regards authorization procedures. Chapter 4 regards the particulars of licensing and authorization procedures. Chapter 5 regards notification procedures. Chapter 6 establishes state control in the field of licensing, authorization and notification procedures. Chapter 7 establishes the procedure for appealing against decisions (actions) of authorized bodies in the field of licensing, authorization and notification procedures. Chapter 8 lays down the final provisions.
