These Measures are enacted for the purpose of regulating the administration of foreign-related meteorological observation and data, as well as safeguarding national security and the state interests. Foreign organizations and individuals who engage in the activities of meteorological observation, or concentrative submission, acquisition, provision and use of meteorological data and information within the territory of the People's Republic of China or within other sea areas under jurisdiction of the People's Republic of China shall abide by the Measures.
Foreign organizations and individuals who engage in such activities within the territory of the People's Republic of China or within other sea areas under jurisdiction of the People's Republic of China shall cooperate with the relevant organizations of the People's Republic of China. Without permission, no foreign-related meteorological observation station (point) may be established. The Measures further provides for the management of foreign-related meteorological observation data, offences and penalties, etc.
