These Measures are enacted to strengthen the inspection and quarantine of aquatic animals to be supplied for Hong Kong and Macao, and to ensure the hygiene and food safety thereof. These Measures consist of 29 articles divided into 5 Chapters: General provisions (I); Registration; (II); Supervision and Administration(III); Inspection and Quarantine (IV); Supplementary Provisions (V).
The State Administration of Quality Supervision, Inspection and Quarantine (SAQSIQ) shall uniformly supervise and administer the inspection and quarantine of of aquatic animals to be supplied for Hong Kong and Macao. Inspection and quarantine organs shall implement a registration and supervision system for aquatic animal farmed in non-open waters to be supplied to Hong Kong and Macao. When the aquatic animals to be supplied to Hong Kong and Macao arrive at the exit port, the export enterprise shall hold the Animal Health Certificate issued by the inspection and quarantine institution at the place of departure, and make the declaration to the inspection and quarantine institution at the exit port.
