These Measures are formulated to scientifically and reasonably verify the water supply price of water conservancy projects, improve the water supply pricing mechanism of water conservancy projects, promote the conservation, protection and rational use of water resources, promote the sound operation of water conservancy projects and the healthy development of water conservancy undertakings, and ensure national water security.
The Measures consist of 6 Chapters: General provisions; Determination of permitted income; Price setting and adjustment; Pricing procedures and information disclosure; Implementation of water price; Supplementary provisions.
Water supply for water conservancy projects shall be subject to the price publicity system. Water supply business operators of water conservancy projects must strictly implement the national water price policy and disclose the water supply price to the public. Users shall pay water fees according to the prescribed metering standards and water pricing standards.
