These Measures are formulated in accordance with the Energy Conservation Law. The consist of 57 Articles divided into 6 Chapters: General Provisions (I); Administration of Energy Conservation (II); Rational Utilization and Energy Conservation (III); Energy Conservation Technologies and Incentive Measures (IV); Legal Liabilities (V); Supplementary Provisions (VI).
The Autonomous Region shall apply a system of responsibility for achieving the goals set for energy conservation and a system for assessing energy conservation, which shall include the assessment of the local people's governments and the leading officers on achievements in energy conservation. Local people's governments at or above county level shall: strengthen the leadership in energy conservation and shall integrate the energy-saving work into national economic and social development planning and annual plans, and organize the formulation and implementation of energy-saving mid-term and long-term planning, as well as annual energy saving plans; guide the development of low energy consumption, low emission, high value added and energy-saving and environment-friendly industries; and supports the development and utilization of new and renewable energy; develop circular economy and implement clean production, and improve the efficiency of energy use.
