Ensuring the fulfillment of obligations arising from the requirements of international conventions and the Republic of Uzbekistan's membership in international organizations related to the National Action Plan of the Republic of Uzbekistan to meet the requirements of the Stockholm Convention on persistent organic pollutants for 2022-2024 will enable to achieve the following objectives: (a) establishment of a persistent organic pollutants management system in the country (inventory management, monitoring of the systematic use of persistent organic pollutants and their impact on public health and the environment, as well as implementation of measures to reduce them, etc.); (b) ensuring environmental safety of storage warehouses and burial sites of toxic substances, as well as territories of agricultural areas; (c) creation of a unified database on chemicals in circulation in the in the country, including hazardous chemicals, systematic study of the impact of hazardous chemicals on public health and the environment, and implementation of measures to replace them with safer types; (d) provision of scientific and practical research in the field of chemicals management, including hazardous persistent organic substances, and promotion of international cooperation; and (e) raising awareness of chemicals, including hazardous persistent organic pollutants, among the general public.
The Government and governmental agencies shall be responsible for the development and implementation sanitary rules, norms and hygiene standards, regulatory documents in the field of technical regulation, as well as technical guidelines for determining the impact of the persistent organic pollutants on human health and the environment, the development of a classifier for toxic waste, including persistent organic pollutants, the development of analytical methods for determining the concentration of residual amounts of persistent organic pollutants in environmental objects, food, waste and electrical equipment, establishment of a national register of chemicals, including a National register of persistent organic pollutants, and preparation and submission of a national report on the results of measures to monitor the implementation of commitments.
