The National Adaptation Programme for Action is a national policy with a multi-sectoral approach. The overall objectives of NAPA are to raise public awareness on climate change at all levels and to identify adaptive or mitigation measures to reduce the impact on lives, property and socio-economic development.
The NAPA addresses the potential impacts of climate change on food security. Food storage facilities will be established to support food stability during disasters. Alternative methods of food preservation, processing and marketing will be facilitated by incorporating successful traditional practices with the modern technological methods. Capacity of the local and national governmental and non-governmental organizations will be developed to support vulnerable communities in coping with climate variability and longer-term climate change. The resilience of the economy to the adverse effects of climate change will be increased. The adaptation will be ensured in the tourism sector to reduce the vulnerability of the tourism sector, enhance the sustainability of the natural resources and environment as well as the quality of life of the people, and to generate global environmental benefits. The management and protection of marine resources will be strengthened for climate change adaptation and mitigation. To this end, the adaptive capacity of coastal communities will be increased to respond to climate change. The rational exploitation of marine resources will be promoted to maximize the economic returns and other benefits of particularly the indigenous population. Climate-related risks will be underlined in the forestry sector for sustainable use of forest resources, biodiversity conservation, ecosystem preservation, environmental sustainability, and for the contribution to the national development. Integrated water resource management will be ensured to increase the adaptive capacity of the water resources, with a primary focus on watershed areas. A watershed-based early warning, monitoring and information system will be established. In addition to that, a database containing hydro-climatic and socio-economic information will be established. Awareness of farmers will be raised on the impacts of climate change and climate variability. The resilience of livelihood to climate change will be increased by integrating climate issues into current agriculture and forestry activities and land management practices.
