This Strategic Plan 2030 for the Syrian Arab Republic is a 10-year nationwide multisectoral document aiming at (i) ensuring sustainable growth for the post-war period by introducing and integrating the required structural transformations into the economic and social infrastructure so to meet the current and future challenges; (ii) showing the government's intentions and plans aimed at drawing the Syrian landscape in the next stage. The programs is constituted of the following five linked axes (1) national dialogue and political pluralism; (2) institutional and administrative reform and integrity promotion; (3) growth and development; (4) development and modernization of infrastructure and services; (5) social and human development. The main strategic objectives are (i) achieving sustainable growth rates (ensure the sustainability of environmental and natural resources), based on an economy with diversified sources, with high competitiveness; (ii) combating stagflation and ensuring a fair distribution; (iii) achieving food security and combating poverty; (iv) improving the geography of development, taking advantage of the comparative and competitive advantages of the Syrian governorates and regions; (v) achieving development based on modern technology and knowledge; (vi) achieving decent work standards; (vii) self-reliance, openness to the outside, and maximizing the benefits of international cooperation. These strategic objectives shall be achieved through interim goals over the ten years.
The implementation of the program passes through four main phases (1) the relief phase, where basic needs are responded to by enhancing the production process, rehabilitating infrastructure, and estimating losses and damages; (2) the stage of recovery, which aims to restore equilibrium by using the available external and internal financing means; (3) the stage of recovery aimed at starting to redraw the features of the integrated Syrian economy; and (4) the stage of development sustainability that achieves the identity of the modern Syrian economy.
The production needs to be improved and this can be achieved through (i) a modern agriculture with high productivity, competitive orientation and effective contribution to the national economy; (ii) an enhanced developmental role of rural centers and rural industry units in the governorates and improving the quality of their services; (iii) increased percentage in arable and cultivated areas (both irrigated and rainfed); (iv) increased percentage of land irrigated by means of modern irrigation; (v) reduced percentage of waste in the various stages of cultivation, harvesting and marketing; (vi) raised efficiency of the use of factors of production.
In the field of food security, the document aims at ensuring it through the development of all concerned means, including the agricultural ones, as well as the industrial, and social.
The protection of the environment will be pursued by (i) achieving optimal use of water resources and maintaining their sustainability; (ii) developing the water and sanitation sector through the issue of developing regulations, laws, and regulating legislation, together with improving the efficiency of water resources investment, and reaching an integrated system; (iii) increasing the rate of organic products from agricultural products; (iv) reducing water losses in irrigation networks.
To create an inclusive economic and social growth it is deemed necessary to (i) create an efficient labor market that contributes to increasing employment rates, empowerment and providing decent work standards; (ii) promote a competitive industry, locally and regionally; (iii) develop, in the economic sectors, policies focused on developing the legislative, regulatory and institutional environment, stimulating investment, developing production and increasing its competitiveness; (iv) build an educational, research, and cultural system that contributes to the development of a society that preserves its original identity and culture; (v) increase the percentage of beneficiaries of drinking water; (vi) achieve energy security to meet as much as possible the needs of the local market and reduce import burdens; (vii) increase coverage rates of rural women benefiting from microfinance services; (viii) promote an inclusive environment for the groups most affected by the war; (ix) develop the legislative environment for national reconciliation framework systems, issues related to the return of refugees and internally displaced persons, social protection, and the work of associations and non-governmental institutions.
