This National Flood Control and Drought Relief Emergency Plan is developed in order to further improve institutional mechanisms, efficiently and orderly carry out prevention and response work for sudden floods and droughts in accordance with the law, minimize casualties and property losses, and provide strong guarantees for the sustained and healthy development of the economy and society.
The Plan is divided into 7 Parts: General Provisions; Organizational command system and responsibilities; Prevention and early warning mechanisms; Emergency response; Emergency support; Post disaster work; and Supplementary provisions.
In terms of institutional framework, the flood control and drought relief commanding system shall be set up at national, river basin and local levels. The State Council shall establish the National Flood Control and Drought Relief Headquarters, which is responsible for leading and organizing flood control and drought relief work throughout the country. The General Commander of the State Flood Control and Drought Relief Headquarters is a vice premier of the State Council. Its members are administrative leaders of governmental departments and the military. In counties that undertake flood and drought tasks, flood control and drought relief commanding headquarters are set up as part of the county governments.
The Plan divides emergency response actions into levels 1, 2, 3, and 4 based on the severity and scope of disasters such as floods, droughts, and typhoons. It also proposes to implement a 24-hour duty system for flood control and drought relief command agencies and relevant member units at all levels during flood and drought periods, and initiate relevant emergency procedures according to different situations, promptly report to the National Flood Control and Drought Relief Headquarters, carry out work according to unified deployment and task division.
Focusing on prevention and early warning mechanisms, the Plan proposes specific requirements for meteorological related work from aspects such as prevention and early warning information, prevention and early warning actions, early warning support systems, and connections between early warning and response actions.
