As the main force driving national economic and social development, small and medium-sized enterprises (SMEs) play an important role in promoting growth, guaranteeing employment, invigorating the market, improving people's livelihood, and other respects. This Notice is issued for the purposes of further intensifying the efforts to assist enterprises in alleviating difficulties caused by spread of COVID-19 outbreak and other impacts, alleviating the burden of enterprises, and helping them tide over difficulties.
Special financial support shall be provided to small and medium-sized enterprises that are facing temporary difficulties in production and operation but have marketable products, promising projects, as well as service-oriented small and medium-sized enterprises in the field of people's livelihood with high labor intensity and high social benefits to help them cope with pressures such as rising raw material prices, rising logistics and labor costs.
