The President, in order to ensure targeted reforms in the fields of seismology, ensuring the seismic resistance of structures and seismic safety, widespread introduction of digital technologies in the aforesaid fields, identifying priority areas for increasing training of highly qualified personnel to a qualitatively new level, decrees to approve the Concept for improving the system for ensuring seismic safety of the population and territory of the Republic of Uzbekistan until 2025 and Road map for the implementation in 2022-2023 of the Concept. The Concept defines strategic goals, priority areas, tasks, plans for the medium and long-term development of the field of seismology, ensuring the seismic resistance of structures and seismic safety in the Republic of Uzbekistan, and is also the basis for the development of programs and comprehensive measures in the aforesaid field. State policy in the field of seismology, ensuring the seismic resistance of structures and seismic safety is aimed at ensuring the successful implementation of programs across the country, regions and industries, increasing the potential of the field through the effective use of scientific and technical resources. The strategic objectives of ensuring seismic safety of the population and territory of the Republic of Uzbekistan are: (a) training all segments of the population for the activities during and after an earthquake and developing comprehensive measures to improve their preparedness; (b) development of scientific, practical and innovative research on the implementation of seismic hazard, impact and risk assessment based on foreign experience and the development of regulatory legal acts on their basis; (c) assessment of various levels of seismic risk in seismically active zones and development of scientifically based measures to reduce losses from earthquakes; (d) implementation of the development of a draft master plan for urban areas based on seismic microzoning maps; (e) expansion of fundamental, applied, innovative and investment projects in the field of seismic resistance of buildings, structures and communications, structural strength, development and widespread implementation in practice of recommendations and proposals for improving seismic construction technologies; (f) scientific developments in the field of seismic resistance and ensuring seismic safety of structures, ensuring their implementation in the field of seismic safety; (g) development of a set of measures for areas with a high probability of earthquakes to reduce the consequences of their damage, taking into account local conditions; (h) creation of a system for monitoring the seismic resistance of reservoir dams and hydraulic structures; (i) creation of an acceptable legal, investment and infrastructure environment to support and accelerate the development of research to ensure seismic safety of the national territory; and (j) training of qualified personnel in the field of seismic safety, advanced training of scientists in leading foreign scientific centers and manufacturing enterprises, development of international cooperation.
