The President decrees to implement Nationwide project "Green Land", aimed at increasing tree plantations, including: (a) improvement of the management system in the field of planting and care of trees; (b) conducting research and analysis aimed at determining soil-climatic and other particulars of the regions, based on scientific approaches, as well as the development of a national map based on the distribution by regions; (c) increase in the number of nurseries, localization of imported from abroad decorative trees, corresponding to the climate of the regions, taking into account soil fertility; (d) creation in the regions of "green parks" and "green public parks"; (e) revision of tree watering system, ensuring its effective functioning; (f) appointment of persons responsible for the care of each tree, wide introduction of incentive mechanisms in this field; and (g) increased liability for damage and destruction of trees, further increase of public control in this field. The moratorium on cutting valuable species trees and shrubs not included in the state forest fund shall be extended for an indefinite period.
