This Presidential Decree establishes that emergency prevention, minimization and effective elimination of their consequences play an important role in ensuring a calm and safe life of the population, as well as the achievement of strategic goals of development of the country. It identifies the most important areas for improvement of the functioning of the system for prevention and liquidation of emergency situations and sets the tasks of the Ministry of Emergency Situations of the Republic of Uzbekistan. The tasks of the Ministry of Emergency Situations include: (a) development and implementation of a unified state policy in the field of prevention and liquidation of emergency situations of natural and technogenic nature in peacetime and wartime, hydrometeorology, sustainable functioning of hydraulic structures (waterworks), seismic observations, safe operation of small-size vessels, protection of life and health of citizens at waterbodies; and (b) early identification of risk factors and threats of emergencies, ensuring early prevention and warning of their occurrence and other tasks. The main tasks of the government commission for the prevention and emergency response are: (a) identification of the main directions for improvement and further development of the State system of warning and action in emergency situations; (b) definition of tasks of ministries, departments, Council of Ministers of the Republic of Karakalpakstan, khokimiyats (local government) of regions, districts (cities) and preparation of proposals for their solution; (b) organization and annual holding of months of civil protection (in spring period) and protection of the population and territories from emergencies (in the autumn period), aimed at improving the efficiency of preventive measures to prevent emergency situations; (c) coordination of activities of state authorities in the field, bodies of state and economic management, bodies of self-government of citizens on issues of socio-economic and legal protection, medical rehabilitation of citizens affected by accidents, catastrophes, natural and other disasters, as well as persons who participated in the liquidation of emergency situations.
