Agriculture Development Strategy of Uzbekistan for 2020-2030 is a nationwide sectoral policy document. It has as its scope sustainable development of agri-food sector of the national economy. The goal of the Strategy shall be implementation of the policy aimed at deepening ongoing reforms in agricultural sector with a view of improving competitiveness of agri-food sector.
The Strategy shall cover the following strategic priorities: (a) ensuring food security of the population; (b) creating favourable agribusiness climate; (c) reducing the role of the state and increasing investment attractiveness; (d) ensuring the rational use of natural resources and protection the environment; and (e) development of extension services.
Food security is a major structural element of the country s development, since it affects a wide range of socio-economic, demographic and environmental factors. State policy for the provision of food security will be developed and implemented on the basis of four components (availability, accessibility, use and stability). The main goal of the strategic priority is the development and effective implementation of state policy aimed at ensuring food security for the entire population. The priority is aimed at providing the population with a safe and quality food at stable prices. To achieve these goals, the following tasks have been identified: (a) improvement of mechanisms securing food for socially vulnerable segments of the population, as well as the integration of producers agricultural commodities with objects of social importance; (b) implementation of a system of public intervention procurement in production of grain crops, the phased abolition of the state regulation of prices for agri-food products, as well as the introduction of a mechanism for purchasing grain crops based on a quota at market prices; (c) development of long-term programs for the promotion of healthy nutrition; (d) introduction of food safety assessment system and continuous monitoring based on internationally recognized methodologies and best practices; (e) development of sectoral programs for production intensification socially significant types of commodities; and (f) research work aimed at increasing livestock productivity, sustainable intensification of production of fish, poultry products and milk.
Rational use of natural resources shall be implemented through preservation and improvement of soil fertility with the introduction of effective use of fertilizers, depending on the soil climatic conditions through the purchase of mobile laboratories for soil analysis, and efficient use of land and water resources.
Expected results from the implementation of the Strategy: (a) transparent system of land allotment and purchase; (b) inventory of agricultural land; (c) increase in the total area of land irrigated using water-saving technologies; (d) support of small agricultural producers; (e) growth of agricultural labour productivity; and (f) increase of agricultural production output.
