The President, in order to ensure rational and equitable water use, meeting the demand of the population and sectors of the national economy for safe and quality water resources, creating an effective water balance management system, as well as in accordance with the objectives of the Action Strategy on five priority areas development directions of the Republic of Uzbekistan in 2017-2021, decrees to appoint the Ministry of Housing and Municipal Services the authorized state body in the field of accounting, coordination, monitoring, ensuring safety and quality of water of the Unified State Water Fund, as well as formation of the unified water balance has been formed, entitling it with the following tasks: (a) organization of the formation of the unified national water balance by collecting, summarizing and systematizing national information from authorized bodies and organizations on quantitative and qualitative indicators of water pertaining to the Unified State Water Fund with the creation of the unified water balance information system; (b) monitoring of reliability of the information submitted by the authorized bodies and organization of on water accounting, ensuring its safety and quality with production and, if necessary, elaboration of measures to address the identified shortcomings; (c) coordination of the activity of the authorized bodies and organizations related to accounting, monitoring, safety and quality of water pertaining to the Unified State Water Fund; (d) establishment of strategic reserves of fresh potable water, including the construction of circular reserve springs; (e) coordination of implementation in the sphere of water use of innovative technologies, including the automated accounting system related to quantity and quality of water, ensuring integration thereof into the unified information system of the national water balance.
