This Presidential Decree establishes that traditional agriculture, in particular horticulture, fruit growing and vegetable growing, is based on traditional knowledge, giving the possibility of growing organic (environmentally friendly) fruits and vegetables with high nutritional value, unique taste and consumer characteristics without the use of gene modification technologies. The objectives for the promotion of organic agriculture shall be as follows: (a) use of crop areas that are not contaminated with toxic substances; (b) opportunities to increase income of the population through export of organic products grown by smallholders; (c) opportunities to increase employment of the population through development of agricultural cluster systems, logistics and cooperation in organic production; (d) opportunities to analyze the quality of agricultural commodities through the improvement of laboratories, control systems and certification systems; and (e) promotion of areas free of genetically modified organisms (GMOs) . Promotion of organic agriculture is aimed at the achievement of the following results: (a) official (public) guarantee and increase of the volume of organic production, facilitating the entry of producers in foreign markets and expanding the geography of exports; (b) improving the investment attractiveness of agricultural production, implementation of new investment projects and increasing employment of the rural population; (c) strengthening the opportunities for healthy nutrition, improving quality and safety of agricultural and food products, reduction of negative environmental impact; (d) improving soil fertility and preventing soil degradation, preserving biodiversity, ecological ecosystems, and strengthening of certification; and (e) expanding research and development activities and accelerating the training of qualified specialists.
