The President, with a view of increasing the competitiveness of agricultural and food processing sectors, ensuring price stability in the domestic market, increasing investment attractiveness due to complete rejection of public procurement in excess of the necessary volume of grain, as well as creating opportunities for trade of grain on exchange trading without restrictions, authorizes independent placement of wheat grain varieties by business entities recommended for sowing in the national territory starting from 2022, based on land and water conditions, in order to ensure supply of the domestic market with grain; in 2022-2024 free trade through exchange trading of an average of 2.5 tons of grain per hectare of irrigated land area sown with grain, the crop of which is grown in grain clusters and farms, the rest - on the basis of direct contracts; allocation of preferential loans for grain growing and farming enterprises, elite seed farms and grain clusters provided by the Center for the Development of Seed Production under the Ministry of Agriculture to cover the cost of grain production at the expense of credit resources of the State Support Fund for Rural Farms; granting the right to free use of credit funds, direct purchase of mineral fertilizers, plant protection means, fuels and lubricants and agricultural equipment. Government authorities, including local government of all levels and law enforcement agencies, shall be strictly prohibited: (a) intervention in performance of agrotechnical activities in the course of production of grains and provision of logistical and technical support; (b) in the use of allocated preferential loans; (c) in the process of selling grain, including the conclusion of contracts, attachment of farms to individual enterprises engaged in harvesting and processing of grain, in internal transportation between regions and constituent entities; and (d) sending instructions in writing or orally about the inclusion in the activities of grain clusters of animal husbandry, poultry farming, fish breeding and others.
