The President, in order to further increase hydropower capacity, approves the proposals of the Ministry of Energy, the Ministry of Investments, Industry and Trade, as well as Uzbekhydroenergo JSC on: (a) bringing the total hydropower capacity to 4999 MW by 2030, including the creation by the Company of additional capacities - 2311 MW, with the participation of private investors - 615 MW after the creation of wholesale and retail electricity markets, payment for electricity generated by regulating hydroelectric power plants, including pumped storage power plants, will be carried out on the basis of a separate procedure (payment for capacity). Beginning from May 1, 2023, shall be introduced the procedure for allocating land plots to private investors for the construction of micro- and small hydroelectric power plants with a capacity of up to 5 MW, according to which: (a) information about land plots intended for the construction of micro- and small hydroelectric power plants shall be registered by the Ministry of Energy, the Company, initiative entrepreneurs - individuals and legal entities in the open portal of the automated information system "Yerelektron"; (b) materials for the selection of land plots for putting up for an electronic online auction are prepared and agreed with the competent authorities in the manner prescribed by law; (c) selected land plots are put up by khokimiyats (local self-government) of districts (cities) for an electronic online auction exclusively with the right to lease for the construction of micro- and small hydroelectric power plants; and (d) the winner of an electronic online auction acquires the right to conclude a lease agreement for a land plot with the khokim (head of local self-government) of a district (city), an agreement for the purchase of generated electricity with a competent authority.
