The President, in order to provide stable water supply to agricultural sown areas and sectors of the economy in the conditions of expected low water in the summer irrigation season of 2023, as well as the efficient use of available water resources, decrees to determine the following main directions for improving the efficiency of the use of available water resources in 2023: (a) use of available water resources with strict distribution between water users; (b) improvement of state support for the introduction of water-saving technologies; (c) reduction of water losses in irrigation systems; (d) increasing the transparency of payment by optimizing the cost of delivering water resources to the farmer's field; and (e) introduction of modern information and communication technologies in water resources management. Water withdrawal limits shall be established for irrigation of agricultural crops in the regions based on the degree of water content of water sources in 2023 in accordance with Appendix No. 1. Starting from April 1, 2023 shall be established the procedure for state support for the introduction of water-saving technologies in the cultivation of agricultural crops, in accordance with which: (a) up to 50 percent of collateral for loans from commercial banks, but in an amount not exceeding 2.5 billion soums, is provided on the basis of a guarantee from the State Fund for Entrepreneurship Support; and (b) to cover the part of the interest rate exceeding the main rate, but not exceeding 30 percent of the main rate on loans provided by commercial banks in the national currency, the interest rate of which does not exceed 1.5 times the main rate of the Central Bank, compensation is provided from the State Support Fund entrepreneurial activity.
