The President, in order to increase the volume of food production through the efficient use of available resources, meet the needs of the population and maintain price stability in the domestic market, as well as economic and financial support for agricultural producers, decrees as follows: (a) from April 15, 2023, as an experiment, to introduce a new system for financing projects of initiators through the State Unitary Enterprise (SUE) "Agroservice operator" under the Agricultural Services Agency at the expense of attracted funds from international financial institutions, in accordance with which projects for the storage and processing of fruits and vegetables, the creation of logistics facilities, the purchase of grown products and special equipment, including the acquisition of technologies in the food industry, developed by the initiators, are submitted to the Agency's project offices in the regions and delivered to SUE "Agroservice operator" through the Unified Electronic information platform of the Ministry of Agriculture. The Agency, together with the State Unitary Enterprise "Agroservice Operator", forms and submits projects to the International Center for Strategic Development and Research in the field of food and agriculture in the prescribed manner. The International Center for Strategic Development and Research in the Field of Food and Agriculture, in accordance with the established procedure, organizes the financing of projects. State Unitary Enterprise "Agroservice Operator" at the expense of these funds builds and leases to the initiators on a turnkey basis orchards and vineyards, agrologistic facilities, technological lines (modern greenhouses, laboratories, small agrologistic centers, processing facilities), lines in the food industry. At the same time, leasing is paid on the following terms: 10 percent - prepayment, 10 percent - the share of initiators, 80 percent - payment in installments over 10 years. The funds allocated under this procedure are provided in national currency at the rate of 14 percent per annum. In the Geographic Information System of the Ministry shall be activated the practice of monitoring and analyzing the planting, growing season of 8 main types of agricultural products (cotton, grain, rice, onion, carrot, potato, corn, oilseeds).
