The President, in order to eliminate existing shortcomings and problems in the implementation of water-saving technologies, mitigate the negative impact of the observed water shortage in the region, as well as improvement of the efficient use of water resources in the cultivation of crops, decrees as follows: (a) to establish from 2022 the procedure for state support for the introduction of water-saving technologies in the cultivation of agricultural crops, providing for the provision of subsidies to cover: part of the costs of agricultural producers for the introduction of water-saving irrigation technologies in accordance with Appendix No. 2; part of interest expenses on bank loans allocated for the purchase and construction of water-saving irrigation systems, in accordance with Appendix No. 3; after calculating the subsidy funds in accordance with Appendix No. 2 to this Presidential Decree, distribute from the calculated amount: 50 percent - in the year of system introduction; 50 percent - next year, depending on the increase in yield and operation of the equipment; an additional 20 percent in the third year to cotton, grain, and fruit and vegetable clusters that have maintained high yields through the implementation of the implemented system; and (b) to establish that: the subsidy funds provided for in paragraph 4 of this Presidential Decree are allocated subject to the use of the introduced water-saving irrigation systems for at least five years; land areas on which water-saving irrigation systems have been introduced are not subject to optimization for at least 5 years, the withdrawal of a land plot or part of it for state and public needs is allowed only with the consent of the land user after full reimbursement of the funds spent; in the event that agricultural producers who received subsidy funds from the State budget for the introduction of water-saving irrigation systems in 2021, but were not in time to use the introduced water-saving irrigation systems during the irrigation season, do not put these systems into operation before the irrigation season 2022, the received subsidy funds in accordance with the established procedure are subject to return to the State budget.
