The President, in order to comprehensively support and develop the poultry farming sector, increase the volume of production of competitive products to be supplied to domestic and foreign markets, create mechanisms to consistently meet the needs of poultry farms for feed, render attractive poultry farming and improve the legal culture of the population, as well as organize the effective use of scientific and technical approaches and information technologies in this field, decrees to provide: (a) mutual integration of information systems of the tax service, customs authorities, statistics and veterinary medicine, as well as other interested organizations for systematic analysis of information in the field of poultry farming; (b) comprehensive accounting of the entire chain from production to sale to the final consumer of parent stock, hatching eggs, one-day-old chicks, feed stocks, poultry products (table eggs), poultry meat and other poultry products; and (c) introduction of criteria for determining actual production capacity, the need for feedstuffs and the amount of subsidies for poultry farms. Presidential Decree envisages extension from 7 years to 10 years the period for repayment of funds from the Fund for Reconstruction and Development in the part allocated by JSCB Microcreditbank to finance projects of poultry farms and business entities involved in the production of compound feed for poultry, with a five-year grace period. Commercial banks should revise the repayment terms of loans allocated to business entities engaged in the production of poultry products and animal feed, at the request of the debtors, depending on their financial condition and analysis of the cash flow forecast.
