This Presidential Decree, with a view of introduction of the mechanisms of state financial support for the supply of high-quality agricultural machinery and equipment to agricultural producers, as well as involvement of commercial banks in the aforesaid process, to accept the proposals of the Ministry of Finance and the Ministry of Economy and Industry of the Republic of Uzbekistan on introduction of the following procedure for state support for purchase of agricultural machinery and equipment by organizations in the field of agriculture: (a) financing of purchase of domestic grain-harvesting and cotton-harvesting equipment shall be performed at the expense of Loan Fund of the state support of agriculture under the Ministry of Finance of the Republic of Uzbekistan, which volume annually shall be defined at formation of its incomes and expenses, with term of return of borrowed financial means from 7 till 10 years depending on term of pay-off period and interest rate ns above 50 percent from a rate of refinancing of the Central bank of Republic Uzbekistan; and (b) interest expenses of agricultural organizations in the amount of 10 percentage points from the established rate of commercial banks and leasing companies under credit and leasing contracts for the purchase of all types of tractors, grain and cotton seeders, as well as three or more ploughers of domestic manufacturing, with the exception of grain and cotton harvesters, shall be reimbursed by the State budget of the Republic of Uzbekistan. Thus, the specified amount of compensation of interest expenses can be reconsidered by the Ministry of Finance depending on change of a rate of refinancing of the Central bank of the Republic of Uzbekistan.
