Starting from January 2020, the State Forestry Committee of the Republic of Uzbekistan shall be granted the following rights: (a) at the expense of the Forestry Development Fund of the State Forestry Committee on the basis of the project: creation of new protective forest plantations on undeveloped land of forest fund, care for them for at least one year and construction of infrastructure facilities; (b) sale to legal and natural persons of the right to rent uncovered forest land of the forest fund through auctions held in the form of price increase with the establishment of the size of the initial payment in not less than the expenses of the Fund; covering other expenses related to the sale of the right to lease forest fund land; (b) lease of forest fund land to legal entities and natural persons on the basis of an investment agreement or a public-private partnerships; and (c) transfer in full to the income of the Fund of funds received from the transfer in lease of forest land. Starting from January 1, 2020, officials of the forestry authorities shall be authorized to draw up protocols on administrative offenses committed on the land of the forest fund, related to violation of the requirements for the use and protection of forests, as well as the consideration of cases on the basis of administrative offenses (with the exception of cases, consideration which fall within the competence of the courts). Starting from January 1, 2020, funds received as compensation for the loss of forestry production, and proceeds left at the disposal of the respective organizations due to quotas for the use of flora and fauna on the land of forest fund shall be transferred to the income of the Fund.
